As Tisha b'Av falls out next Yom Rishon, there is no "week in which Tisha b'Av falls"; therefore, the regular mourning restrictions do not apply this year, but there is NO PERMISSION to eat meat or drink wine during the next six days until Shabbat.
To clarify: Shavuah shechal bo - with regard to haircuts and newly laundered clothing is only relevant for those following Sephardic minhag. Those following ashkenazic minhag DON'T cut hair and DON'T wear newly laundered clothing for this entire week (in addition to not eating meat & not drinking wine)
