Maybe Not as Crazy As it Sounds

Is there a secret weather war going on between the world's superpowers? We've heard about China's promises to be able to control the weather for their summer olympics. Might there really be something to this?

    I checked out the Times article.
    It seems that if we think we can, that we will probably try it.
